The American Recovery and Reinvestment Act of 2009 (Public Law 111-5) ("Recovery Act") allows the Department of State to transfer to the U.S. Agency for International Development up to $38 million for information technology security and upgrades to support mission-critical operations. USAID's Recovery Act website describes USAID's progress on this initiative.
