Duties:

As USAID OIG’s Budget Officer/Director of the Financial Resources Division, you will:

  • Guide the overall direction, management and oversight of all budget and financial related policies and processes for OIG’s world-wide programs and activities.
  • Formulate and execute the budget for OIG units with multiple major subordinate components, each with diverse, multi-year substantive programs.
  • Provide high-level oversight and guidance throughout OIG to effectively forecast budget expenditures, formulation, shortfalls, and/or overruns.
  • Develop proposed language in support of OIG budgetary requirements, and recommend and implement long-range financial planning including identifying and resolving potential issues.
  • Manage full budget execution operations for OIG; interpret requests and data calls from OMB, Treasury Department, and Congressional regulations, directives, and policies.
  • Develop policies and procedures that support the externally mandated Congressional budget process.
  • Develop and render authoritative interpretations of executive orders, Office of Management and Budget (OMB) guidelines and directives, and policies.
  • Analyze, evaluate, recommend and revise annual and supplemental requests for various funding allocations.
  • Establish framework for the full range of budget and accounting functions to ensure the quality of work to be accomplished, set team priorities, and establish goals and plans for the division.
  • Serve as a senior advisor and authoritative source of information on a broad range of budget and financial management issues.
  • Examine legislative, OMB, Treasury and USAID policies, directives, regulations, orders, and other guidance to assess their impacts on OIG operations, systems and financial management policies and procedures.
  • Develop budget guidance for headquarters and field jurisdictions.
  • Direct and conduct multi-faceted analytical, technical, and advisory functions related to budget and financial processes.
  • Exercise technical authority and control of funding requests, obligations, and expenditures.
  • Review long- and short-range plans, resource projections, priorities, and justifications.
  • Assess and revise policies and procedures as needed to improve quality, timelines, and efficiency of work.
  • Promote an environment in which employees are empowered to participate and contribute to effective mission accomplishment.
  • Represent the Office of Management on all financial management issues and develop and maintain effective working relationships with the Inspector General, Deputy Inspector General, OIG Office Directors and their senior staff; other government agencies, the Office of Management and Budget (OMB), and Congressional staff.
  • Guide the preparation of ad hoc reports and other presentations on financial management program planning such as corporate budget reports and forecasts balances; performance reports; reports to OMB, GAO, Treasury, and other agencies.
  • Coordinate operational activity and reporting with other OIG and USAID organizations; maintain effective relationships with key officials and vested parties.
  • Brief the Office of Management and Budget and other vested entities or organizations. 
  • Exercise supervisory responsibilities over a staff of budget and financial analysts.
  • Provide oversight of OIG Purchase Card Program.
