USAID Was Not On Track To Achieve Performance and Cost Savings Goals for the Development Information Solution System.

We contracted with the independent certified public accounting firm CliftonLarsonAllen LLP to conduct an audit of USAID's deployment of the Development Information Solution system. The audit firm concluded that although USAID was making progress in the development and implementation of the system, the Agency’s deployment of the system was behind schedule and not on track to timely achieve (1) adoption of a single program portfolio management platform for Washington and missions overseas, resulting in the retirement of redundant systems and (2) creation of a Portfolio Viewer that would enable advanced reporting to improve evidence-based decision making. We made four recommendations to address weaknesses identified by the audit firm that could prevent these selected performance goals from being fully achieved.
