Under the Government Charge Card Abuse Prevention Act of 2012 (the Charge Card Act), Public Law 112-194, we are required to conduct periodic risk assessments of USADF’s charge card programs. We assessed the level of risk of illegal, improper, or erroneous purchases and payments in those programs as low because (1) the required internal controls were in place, (2) the fiscal year 2016 charge card management plan complied with Office of Management and Budget guidance (although USADF submitted the FY 2017 plan after the deadline), and (3) no open recommendations related to the charge card programs. Further, because USADF’s travel card spending in fiscal year 2016 did not exceed the act’s $10 million threshold, we did not recommend an audit or a review.
