The Fiscal Year 2022 Inspectors General Coordinated Oversight Plan for Foreign Assistance To Combat HIV/AIDS, Tuberculosis, and Malaria outlines ongoing PEPFAR oversight work initiated in the prior year as well as new work each OIG plans to undertake in fiscal year 2022. In preparing this plan and executing current oversight work within it, the coordinating OIGs continued holding quarterly PEPFAR oversight meetings and introduced a smaller working group for more focused coordination. The plan includes a coordinated proposal, developed within the smaller working group, to be implemented by USAID and HHS OIGs to examine the policies and procedures surrounding the reprogramming of PEPFAR resources at USAID and the U.S. Centers for Disease Control and Prevention for each agency’s COVID-19 response. While each OIG will conduct its work independently, their collective oversight of crosscutting issues is intended to provide greater insight and utility for Congress and key stakeholders. The plan also reflects the continuing impacts of COVID-19 on PEPFAR programming and oversight priorities, OIGs’ efforts to address fraud and abuse in global health programming, and work that promotes accountability in organizations receiving U.S. funds to implement PEPFAR-related programming.
