Overseas Contingency Operations

Under the Lead Inspector General framework, the Inspectors General for the Department of Defense, Department of State, and the U.S. Agency for International Development conduct oversight of and report on the overseas contingency operation "Operation Enduring Sentinel" and "Operation Freedom's Sentinel." This report also discusses the planned, ongoing, and completed oversight work conducted by the Lead IG agencies and our partner oversight agencies during the quarter.

During the reporting period, food insecurity in Afghanistan worsened with 7 out of 10 families resorting to crisis coping methods when trying to access food, a sixfold increase compared to pre-August 2021, when the Taliban took control of the country. The liquidity crisis continued to create challenges for individuals, humanitarian, and development assistance implementers that struggled to access cash within Afghanistan to pay for staff salaries and programming. Additionally, USAID reported ongoing humanitarian access challenges because of Taliban interference, intermittent security threats, crime, and bureaucratic constraints.
