Major Management Challenges

At a time of global turmoil, USAID is called upon more than ever before to deliver critical support across the world on behalf of the American people.

Based on our oversight work, we identified the following four top management challenges confronting USAID in fiscal year 2023:

  1. Establishing optimal conditions for Agency staff and programs to succeed
  2. Mitigating risks in Agency operations
  3. Countering corruption, abuse, and malign influence
  4. Maximizing the impact of monitoring and quality data

In addition to meeting the requirements set forth in the Reports Consolidation Act of 2000, this report informs our approach to audit and investigative oversight, which strives to strengthen and safeguard USAID programs and operations. The report also frames our dialogue with Congress, USAID, and other stakeholders.
