The USAID Office of Inspector General, Millennium Challenge Corporation and Global and Strategic Audits Division is initiating an audit of USAID’s direct budget support to Ukraine through the World Bank’s Public Expenditures for Administrative Capacity Endurance (PEACE) multi-donor trust fund. Of the $22.9 billion that USAID has provided in direct budget support to the Government of Ukraine, $20.2 billion has gone through the PEACE fund. Russia’s war on Ukraine has resulted in the displacement of over 7 million Ukrainians accounting for about 20 percent of the country’s pre-war population. The PEACE fund supports internally displaced persons (IDPs), along with healthcare workers and other civilian personnel, by reimbursing the Government of Ukraine for eligible expenditures.
The audit objectives are to (1) determine how USAID oversees its contributions to the PEACE fund and (2) assess the extent to which USAID’s contributions to the PEACE fund supported eligible IDPs.
