Memorandum of Audit Report on USAID Programming in Response to the Influence of the People’s Republic of China

This memorandum acknowledges issuance of our audit report that examined the extent to which selected USAID missions in Africa undertook strategic shifts in programming to respond to the influence of the People’s Republic of China (PRC) under the Agency’s 2018 Clear Choice Framework.

The report contains three recommendations to improve the implementation of the Agency’s efforts. After reviewing information the Agency provided in response to the draft report, we consider two recommendations closed and the third resolved but open pending completion of planned activities.

USAID requested that this report be labeled Sensitive but Unclassified. After significant discussions between Agency and Office of Inspector General lawyers and staff, we agreed to their request and therefore are not posting the final audit report on our public website.

We recommend that the Office of Policy work with the Bureau for Africa and missions in sub-Saharan Africa to clarify instructions and guidance for missions on efforts to respond to Chinese influence.
