Overseas Contingency Operations

This is the eleventh annual plan describing oversight activities for Operation Inherent Resolve (OIR) and the second annual plan describing oversight activities for Operation Enduring Sentinel (OES). These plans fulfill  individual and collective agency oversight responsibilities for the USAID OIG, the Department of Defense (DoD) OIG, and the Department of State (State) OIG, pursuant to the Inspector General Act of 1978, as amended.

The Inspector General Act of 1978 requires the Inspectors General from USAID, DoD, and State to work jointly and with oversight partners throughout the government to ensure effective oversight of U.S. Government activities related to designated overseas contingency operations. Specifically, the law requires the development of joint strategic plans for oversight of each overseas contingency operation for which a Lead Inspector General has been designated.

There are two overseas contingency operations outlined in this plan for FY 2024. The first is Operation Inherent Resolve, the mission to advise, assist, and enable partner forces until they can independently maintain the enduring defeat of the Islamic State of Iraq and Syria (ISIS) in Iraq and designated areas of Syria, in order to set conditions for long-term security cooperation frameworks. The second is Operation Enduring Sentinel, the U.S. mission to conduct over-the-horizon counter-terrorism operations against threats emanating from Afghanistan and to engage with Central Asian and South Asian regional partners to combat terrorism and promote regional stability.
