INVESTIGATIVE SUMMARY: OIG Does Not Find Evidence to Support Allegations of Program Fraud on USAID Award in Ukraine

Investigative Summary

USAID’s Office of Inspector General (OIG) initiated an investigation after receiving information from a confidential complainant about a USAID awardee and its subawardee. The complainant alleged that the awardee and subawardee on a USAID program to perform shelter repairs in Ukraine, fraudulently charged USAID for expenses related to repairs of homes damaged during the Russian invasion.

OIG’s investigation included interviews, a site visit, and coordination with Ukrainian law enforcement. OIG did not find any evidence of the alleged fraud in the shelter repair program.
