Ukraine Response: Audit of USAID’s Bureau for Humanitarian Assistance’s Localization Approach in Ukraine

The audit reviewed USAID’s Bureau for Humanitarian Assistance’s approach to the localization of humanitarian assistance in Ukraine to assess whether the approach is aligned with USAID priorities. The audit objectives were to determine (1) the extent to which USAID has developed objectives and metrics for the program under review, (2) progress toward achieving those objectives, and (3) how, and to what extent, USAID is monitoring implementer performance in accordance with the Agency’s standard policies and procedures.
