INVESTIGATIVE SUMMARY: OIG Did Not Find Evidence of Bribery by a USAID Employee but Identified an Unreported Foreign Contact and Unreported Gift

Investigative Summary

USAID’s Office of Inspector General (OIG) initiated an investigation into an allegation that a USAID employee assigned overseas provided preferential treatment to a foreign national in exchange for the use of a motor vehicle.

OIG did not find evidence that the USAID employee gave preferential treatment to the foreign national. However, investigators did determine that the employee used a vehicle provided by the foreign national from February 2023 to July 2023. They also found evidence that the employee did not report the use of the vehicle or the relationship with the foreign national to USAID.

The Department of Justice declined to pursue Federal criminal charges against the employee. OIG provided its report to USAID for appropriate action.
