INVESTIGATIVE SUMMARY: OIG Did Not Find Evidence to Support Allegations of Misconduct Against Locally Employed USAID Staff Member

Investigative Summary

USAID’s Office of Inspector General (OIG) initiated an investigation in response to a series of allegations against a Foreign Service National (FSN) at a USAID mission overseas. The allegations related to a kickback scheme in exchange for USAID awards, conflicts of interest involving employees of USAID award recipients, and two unauthorized commitments totaling more than $1.3 million.

OIG did not find evidence to support the allegations. However, the investigation revealed that the FSN sent or forwarded more than 470 official USAID emails from her USAID email account to her personal email account.

The U.S. Department of Justice declined to pursue Federal criminal charges against the FSN. OIG provided a report to USAID for action.
