corrective actions are taken to respond to the risks and procurement issues the contractor

We recommend that the USAID Office of General Counsel take the following action: Coordinate with the Office of Acquisition and Assistance to define and communicate what factors should be considered when determining whether a foreign government has a controlling interest in an organization for the purposes of ADS 302.3.3.
