INVESTIGATIVE SUMMARY: USAID Mission Director Cleared of Abuse of Position Allegation

Investigative Summary

In September 2023, OIG received an allegation that a USAID mission director abused his authority to create a position for his spouse at his overseas mission. OIG’s investigation revealed that the mission director did not create such a position. Further, his spouse, also a USAID Foreign Service Officer, was assigned to USAID/Washington, not the director’s mission. The mission director had no influence over the process and was not in his spouse’s chain of command. His spouse followed Agency policy to request a Domestic Employee Teleworking Overseas Agreement, which was approved by USAID and the relevant U.S. embassy.
