USAID's Office of Inspector General (OIG) initiated an investigation into allegations that a Foreign Service Officer (FSO)—who participated in the design, procurement, and management of a USAID program—had a conflict of interest. The FSO later took leave without pay to accept a senior leadership role with the implementer associated with the program and acted as an agent on the implementer’s behalf.
OIG’s investigation found evidence to support the initial allegations but also found exculpatory information that the FSO took steps to mitigate the potential conflict of interest and acted in good faith.
The U.S. Department of Justice declined to pursue Federal criminal charges against the individual.
