PROJECT ANNOUNCEMENT: Audit of the Gaza Humanitarian Foundation Award

The USAID Office of Inspector General is initiating an audit of the Gaza Humanitarian Foundation (GHF) award. USAID signed a $30 million fixed amount award with GHF to provide emergency food aid in Gaza between June 26 and July 25, 2025. The Department of State assumed responsibility for managing and overseeing the award on July 1, 2025. Recent letters from Congress have raised concerns about how USAID designed and awarded the GHF award, and its implementation. In addition, we have previously identified challenges to providing foreign assistance in Gaza due to the nonpermissive environment and increased risk of diversion of assistance to unauthorized recipients and terrorist groups, among other factors.

The audit objectives are to (1) assess how the GHF award was designed and awarded, (2) determine the extent to which USAID followed pre-award regulations and requirements, and (3) determine the extent to which the Department of State verified the completion of the award milestones prior to making payments to GHF.
