The Inspectors General for the Department of Defense, Department of State, and the U.S. Agency for International Development conduct oversight of and report on the overseas contingency operation "Operation Atlantic Resolve (OAR)," including U.S. Government activities related to Ukraine, pursuant to Section 1250B of the National Defense Authorization Act for Fiscal Year 2024 and Lead IG reporting responsibilities under 5 U.S.C. 419. This report also discusses the planned, ongoing, and completed oversight work conducted by the Department of Defense (DoD), the Department of State (State), and the United States Agency for International Development (USAID) Offices of Inspector General, as well as the other U.S. oversight agencies that coordinate their activities through the Ukraine Oversight Interagency Working Group. OAR is the U.S. contingency operation to deter Russian aggression against NATO and to reassure and bolster the alliance in the wake of Russia’s 2022 full-scale invasion of Ukraine. OAR also includes security assistance activities in support of Ukraine.
Appropriations for OAR and the Ukraine response can be grouped into four funding categories, consisting of security assistance, governance and development, humanitarian assistance, and agency operations. Of the $196.43 billion appropriated for OAR and the Ukraine response, $142.82 billion was provided to the DoW and State for security assistance. The second largest portion, $45.69 billion, was provided to State, USAID, and four other government agencies for governance and development assistance. A relatively small portion, $4.13 billion, was provided to State, USAID, and the U.S. Department of Agriculture for humanitarian assistance. Finally, $3.80 billion was provided for agency operations, including $68.00 million provided to the DoW OIG, State OIG, USAID OIG, and the U.S. Government Accountability Office for oversight of OAR and the Ukraine response.
The United Nations estimated that 10.8 million people inside Ukraine—including 2.2 million children, 3.8 million internally displaced persons, and roughly 1 million people in the Russia-occupied territories—as well as approximately 546,000 Ukrainian refugees in neighboring countries require lifesaving humanitarian assistance. During the quarter, State managed 23 humanitarian assistance programs, largely focused on frontline needs, with a combined value of $1.4 billion.
