INVESTIGATIVE SUMMARY: USAID OIG Investigation Leads to Debarment of Malian Organization and Two of its Officers for Falsifying Records and Payroll Fraud

Investigative Summary

The USAID Office of Inspector General (OIG), a statutorily independent law enforcement agency, initiated an investigation into an allegation that a Malian organization, Association Subaahi Gumo (ASG), involved in a USAID-funded conflict prevention program committed financial misconduct. According to the allegation, USAID/Mali had received an email from ASG’s staff alleging that ASG project employees were not receiving their budgeted salary.

OIG’s investigation revealed that ASG had likely falsified employee contracts, forged employee signatures, and committed payroll fraud.

USAID/Mali terminated the award to ASG as a result of the missions own financial review.

OIG referred the matter to USAID for consideration of suspension/debarment action. Based on the results of USAID’s financial review and OIG's investigation, USAID has debarred ASG, ASG’s General Secretary, and ASG’s Finance and Administrative Manager from working or contracting with the U.S. government for a period of three years.

USAID OIG continues to investigate fraud, corruption, diversion, and other misconduct impacting U.S.-funded foreign assistance programs and operations across multiple agencies. Please report any alleged misuse of U.S. taxpayer dollars impacting American foreign assistance to the OIG Hotline through https://oig.usaid.gov/report-fraud.
