Readout: USAID Inspector General visit to Israel

The week of January 20th, Paul Martin, Inspector General (IG) of the U.S. Agency for International Development (USAID), led an Office of Inspector General (USAID OIG) delegation to Israel. The purpose of the trip was to further USAID OIG’s independent oversight of USAID-funded humanitarian assistance to Gaza. Since the Israel-Hamas war began on October 7, 2023, following Hamas’ terrorist attacks in Israel, the United States has provided over $1.2 billion in humanitarian assistance to the Palestinian people with at least $641 million of this aid programmed by USAID.

PROJECT ANNOUNCEMENT: Inspection of the Health Supply Chain for the Bureau for Humanitarian Assistance’s Gaza Response

The USAID Office of Inspector General, Inspections and Evaluations Division, is initiating an inspection of the health supply chain providing pharmaceuticals and other medical commodities to the Bureau for Humanitarian Assistance’s Gaza response.

The inspection objectives are to determine the extent to which USAID (1) ensured pre-award requirements related to the supply chain of pharmaceuticals and other health commodities for Gaza were fulfilled; and (2) monitored award implementation related to the supply chain of pharmaceuticals and other health commodities for Gaza.

PROJECT ANNOUNCEMENT: Audit of USAID Partner Vetting for Activities in West Bank and Gaza

The USAID Office of Inspector General is initiating an audit of USAID partner vetting for activities in West Bank and Gaza. Recent reports of United Nations Relief and Works Agency for Palestine Refugees in the Near East employees participating in the October 7, 2023, attack on Israel have raised congressional and other stakeholder concerns about the Agency’s ability to vet, screen, and prevent terrorist organizations, or individuals engaged in terrorist activity, from working for USAID-funded implementing partners, or receiving other forms of USAID-funded assistance.

PROJECT ANNOUNCEMENT: Audit of USAID Bureau for Humanitarian Assistance’s Controls Over Cash Assistance in the West Bank and Gaza

The USAID Office of Inspector General is initiating an audit of the Bureau for Humanitarian Assistance’s (BHA) management of multipurpose cash assistance (MPCA) awards to nongovernmental organizations (NGOs) in the West Bank and Gaza.

The audit objective is to assess the extent to which BHA has processes in place for assessing, mitigating, and monitoring selected fraud risks in MPCA awards to NGOs in the West Bank and Gaza.
