As Senior Advisor for International Partnerships and Overseas Operations, Mr. Kaplan coordinates the OIG’s work with oversight counterparts within the United Nations and other multilateral and bilateral partners. He also leads the coordination of OIG’s oversight of United States Overseas Contingency Operations (OCO), and USAID’s role in complex emergencies, to include matters involving aid to Ukraine and Gaza; and oversees the Legislative and Public Affairs Division.
