Manhattan U.S. Attorney Announces Settlement with Norwegian Not-For-Profit, Resolving Claims that it Provided Material Support to Iran, Hamas, and Other Prohibited Parties Under U.S. Law
Geoffrey S. Berman, the United States Attorney for the Southern District of New York, and Ann Calvaresi Barr, Inspector General for the U.S. Agency for International Development (“USAID”), announced today the filing and settlement of a civil fraud complaint against NORWEGIAN PEOPLE’S AID (“NPA”), a non-profit, non-governmental organization headquartered in Norway, that receives funding from USAID.
Thomas Yatsco serves as Assistant Inspector General for Audit for the USAID Office of Inspector General. In this position, he simultaneously serves as head of audit for four other U.S. foreign assistance agencies: the U.S. African Development Foundation, Inter-American Foundation, Millennium Challenge Corporation, and Overseas Private Investment Corporation. To carry out this broad oversight mission, he oversees a global workforce of 175 auditors and support staff in offices in Washington, DC; Africa; Asia; Europe; and Latin America and the Caribbean.
Ms. Gallagher serves as USAID’s Assistant Inspector General for Investigations. In this capacity, she provides oversight of financial crimes, fraud, and other criminal activity impacting USAID, as well as the U.S.
Ruth Strande is Chief of Staff for USAID OIG, providing high-level support to the Inspector General and Deputy Inspector General, and serving as an adviser and critical link in the communication between the front office and staff and stakeholders. Ms. Strande joined OIG in October 2016 as the Director for Learning and Development in the Office of Management. Ms. Strande was responsible for standing up the Learning and Development Division and establishing new programs to meet workforce development needs.
Nicole Angarella serves as the general counsel to the USAID Inspector General. In that position, Ms. Angarella leads a team of attorneys and specialists that provide independent legal counsel to the Inspector General, deputy inspector general, senior managers, and staff. Her office provides comprehensive legal advice, research, and guidance to the Offices of Audit, Investigations, and Management within the Office of Inspector General (OIG).
Thomas Ullom is the Acting Inspector General for USAID, providing executive leadership and direction for OIG’s oversight of USAID, the Millennium Challenge Corporation, U.S. African Development Foundation, and Inter-American Foundation. Mr. Ullom also works with the Inspectors General of the Department of State and the Department of Defense to coordinate oversight activities under the Lead Inspector General for Overseas Contingency Operations framework.
